Hi, there! Thank you for posting a question about our American Standard 7381091-400.0070A dual flush valve repair kit. It is possible that there is an obstruction in the toilet. Or the water from the tank is not entering fast enough. If there is swirling in the bowl, it's an indicator that the water from the tank isn't entering the bowl fast enough to create the needed pressure to flush. Begin by putting about 1-1/2 gal of water in a bucket, then quickly pour that into the bowl. If it flushes okay the lines under the toilet are okay. Use a compact mirror to look up the top lip of the bowl and you will see the small holes where the water enters the bowl. It is possible that those holes are partially or completely obstructed by scaling or debris. Hope this helps. Thank you and we hope to see you again here at PlumbersStock.com!
