What part of the Moen 1213 M-Core Valve Cartridge For M-Core Valve controls the water flow, turning the water on and off? Does this cartridge tend to have a slow continuous leak?

I purchased a Moen U130CIS M-Core 3 series valve with 3 port. I also purchased a Moen T2252EPBN. Neither one of these came with the cartridge. Is the Moen 1213 M Core Series cartridge compatible with these to products?
