Hi, there! Thank you for posting a question about our American Standard 7381091-400.0070A dual flush valve repair kit. It is possible that there is an obstruction in the toilet. Or the water from the tank is not entering fast enough. If there is swirling in the bowl, it's an indicator that the water from the tank isn't entering the bowl fast enough to create the needed pressure to flush. Begin by putting about 1-1/2 gal of water in a bucket, then quickly pour that into the bowl. If it flushes okay the lines under the toilet are okay. Use a compact mirror to look up the top lip of the bowl and you will see the small holes where the water enters the bowl. Hi! Thank you for your query about the American Standard 7381091-400.0070A toilet. If your toilet runs intermittently, most certainly this is caused by a bad flapper or flapper seat.
