Thank you for asking help from the PlumbersStock team. Yes, it is. This Pfister 960-0990 plaster guard is designed to help position the valve properly on the wall. It ensures that the hole is in the right place and is big enough so one can install the trim. A plaster guard is not designed to stay on the rough-in valve. The only time it is designed to stay in place is when you have a thin-wall installation (like a thin fiberglass shower surround) and you're using a plaster guard to help stiffen things up.
