Either the top cover isn't on properly or the vent is obstructed, no studor vents will allow to work. Or you have a pump or control failure.

Why does it keep running with no water going in?

If you flush your toilet and clean it regularly and yet still find yourself with discolored and dirty toilet water, it is possible that the problem lies deeper within your toilet tank. It includes a 9-volt battery back-up to switch on the alarm in case of power outage. Unfortunately, this battery back-up cannot power up the pump during a power failure.
